Stages and procedure for admission to a bachelor’s degree

  • Registration for the National Multi-Subject Test (NMT):
    • Registration for the main session of the NMT will run from March 6 to April 3, 2025
    • Receiving invitations to participate in the NMT will begin on May 4, 2025.
  • Conducting NMT:
    • Main session: from May 14 to June 25, 2025.
    • Additional session: from July 14 to 25, 2025.
  • Start and end of electronic applications to higher education institutions:
    • Registration of electronic accounts for applicants will begin on July 1, 2025.
    • Submitting applications for admission to the budget: from July 3 to 6:00 PM on July 10, 2025.
    • Submission of applications for entry exclusively on a contract basis: from July 3 to 6:00 PM on July 25, 2025.
  • Publication of ranking lists and recommendations for enrollment:
    • The exact dates will be determined by the Ministry of Education and Science of Ukraine and published on official resources.
  • Enrollment deadlines for budget and contract forms of study:
    • Enrollment dates depend on the specific higher education institution and will be announced in accordance with internal admissions rules.

List of required documents:

  • Passport of a citizen of Ukraine or other identity document:
    • Original and two copies. If submitting an ID card, a paper extract from the Unified State Demographic Register must be attached.
  • Identification code (RNOKPP):
    • Original and two copies.
  • Document of complete secondary education (certificate) with the following annex:
    • The original and a copy of the state-issued document on the previously obtained educational degree and its supplement.
  • Certificate(s) of NMT or external assessment (if available):
    • Original and copy of the external independent evaluation certificate (if used).
  • Motivation letter for admission to a bachelor’s degree (according to the requirements of a specific institution):
    • Some higher education institutions require a motivation letter in which the applicant justifies their choice of major and educational institution. It is recommended to check the specific HEI’s requirements for this document.
  • Photos of the installed sample:
    • Four color photos measuring 3×4 cm.
  • Military registration document:
    • For those liable for military service, or a certificate of registration (original and two copies).
  • Documents confirming the right to special admission conditions:
    • If the applicant is entitled to benefits or special admission conditions, it is necessary to provide the relevant supporting documents..​

In 2025, most applicants must apply for admission in electronic form – through the applicant’s account in the Unified State Database on Education.

Register an account at site of EDEBO will be available from July 1. In general, the service will operate from June 25 to October 20.

For registration You need to enter your email address – it will be your login. An email will be sent to this address to activate your new user account. The system will also ask you to create a password.

Next, you will need to enter the data that will be needed for entry:

  • number, PIN code and year of receipt of the NMT certificate;
  • series and number of the educational document (certificate or diploma);
  • type and number of the document certifying the identity, or the registration number of the taxpayer’s registration card (RNOKPP), if entry will take place without a NMT certificate);
  • details of documents confirming the grounds for special conditions for participation in the admission campaign (if necessary).

After entering the office, you will need:

  • provide your phone number and an additional number of another person whom the educational institution can contact if it does not receive a response from you;
  • upload a color photo of the applicant (3×4 cm);
  • add NMT certificate data (number, PIN code, year);
  • add data of the education document (type, series, number).

Files must be uploaded in JPG (JPEG) format, and their maximum size should not exceed 1 MB.

If you forget your password to your personal account, you can recover it using your email.

Accepting applications The application process begins on July 19 and continues until August 1.

In 2025, an applicant can submit up to five applications on the budget. One application to different universities or five to one university for several specialties. All other applications can be sent on a contract basis. If the applicant does not plan to apply for state-ordered studies at all, then he can apply for all 15 on a contract basis.

Entrants who registered electronic office Through the EDEBO, students can submit not only applications for admission to higher education, but also for participation in a creative competition or interview.
To do this, select the “Register for the entrance exam” or “Submit applications for admission” section on the sidebar.

In order to to apply for admission, must be specified:

  • your educational document (for example, a certificate of completion of secondary education);
  • the region where your chosen university is located;
  • the name of the educational institution itself;
  • educational degree (bachelor’s degree);
  • the specialty you plan to apply for.

By clicking on “Search”, you will see a list of competitive offers for your request. Check the box next to the one you need and select “Submit an application”.

Next, the system will ask you to indicate whether you will be applying for a budget or paid form.

The next step in the algorithm is to choose the method of submitting the application.. If your major requires a mandatory creative competition, you will be able to apply only after you pass the test and receive your score.

Next, if necessary, you can fill in information about benefits and indicate whether you have ever studied at a higher education institution under a state (regional) order.

❗️Another important stage of submitting applications is choosing a priority for each. Priority is the order of places you plan to apply for. 1 – This is the most desirable major and university for admission.

In 2025, priority applications can also be submitted for both budget and contract.

If several applicants have the same rating score, the one who indicated the highest priority will be higher on the list.

By specifying the benefits, the applicant gets the opportunity to enter the higher education institution for quota-1 or quota-2. This is a certain part of the number of budget places that can be obtained by applicants who are entitled to special admission conditions.

In 2025, each applicant must submit a motivation letter with each application for admission. In it, he describes why he wants to study at this particular university and in this particular specialty, and what achievements he has. The motivation letter is not taken into account when calculating the competitive score.

However, if two applicants have the same score in the ranking list with an accuracy of 0.001 and the same application priority, the admissions committee will make a decision in favor of one of them based on the motivation letter.

After you enter the text of your motivation letter in the special field, you must select the NMT subjects with which you plan to enter your specialty. The test results will be automatically pulled into the necessary lines.

You can see all your applications in the “Submitted applications” section in your personal account in YEDEBO.

Immediately after submission, the application status will appear as “Registered in EDEB.” Later, it should change to “Registered at the educational institution.” This means that the university has accepted the application for consideration and is making a decision on admitting the applicant to participate in the competitive selection.

In the event that the status has changed to “Requires clarification by the applicant”, the educational institution must specify a list of data that it wants to clarify and indicate the method by which the applicant can submit them.

If everything is in order according to the results of the commission’s consideration of the application, documents, and entrance exam results, the status changes to “Admitted to the competition” (by state or regional order) or “Admitted to the competition (training at the expense of individuals and/or legal entities).

If there are any problems with the above, the application status will change to “Rejected by educational institution.” The reason must be indicated in the comment.

The next status that an applicant who passes the competition will see is “Recommended for enrollment (study by state (regional) order)” or “Recommended for enrollment (study at the expense of individuals and/or legal entities)”.

The final status of the application of the applicant who selected it will be “Included in the order (training by state (regional) order)” or “Included in the order (training at the expense of individuals and/or legal entities). This means that he will be enrolled in training on the budget or on a contract.
